That Council consult with the community if a suitable Youth Arts Recreational Centre can be located at the Argyle Theatre in a way complimenting the character of the area.
That the consultation process commence in August with a report presented to Council in December 2024.
That Council facilitate an online meeting within 14 days with representatives from all local clubs and associations affected by the inclement weather this winter season. (The purpose of the meeting is to gather feedback on how to improve the experiences and outcomes for local clubs during adverse weather conditions in future winter seasons).
That staff compile a report based on the feedback and present this with recommendations to a Council meeting as soon as possible.
That Council review its Code of Meeting Practice in relation to allowing members of the public to speak on items being considered at Council meetings.
That a workshop be convened with Councillors in October to discuss a streamlined approach to public participation.
That as part of the process to formulate guidelines, Council review the
practices of other Councils.
That Council revisit options for a pedestrian crossing on Potts Street, between Victoria Road and Frederick Street, Ryde, in consultation with TfNSW, St Charles School and other affected stakeholders.
That Council request St Charles School to develop and implement an Operational Traffic Management Plan to assist with the safety and efficiency of student pick-up/drop-off activity.
That the back gate of St Charles School on Potts Street be considered in
the process.
That a report come back to Council at the November 2024 Ordinary Council meeting on the findings and discussions taken place with regards to the pedestrian crossing options and the Operational Traffic Management Plan.
That Council discuss with the relevant summer users, the local football Clubs, Association and Football NSW if it is feasible to extend the Winter soccer season until after the long weekend in October 2024 due to inclement weather.
That a report be provided to Council as soon as practicable with the
outcome of the request to extend the football season.
That should a City of Ryde event be cancelled, prior to the commencement of the event, due to adverse weather conditions, Council will refund stall holders and food trucks their application fee.
That the relevant application forms and agreements be amended immediately
to reflect this.
That Council investigate the refund policies associated with the fees and charges for the closure of sportsgrounds due to inclement weather with neighbouring Councils.
That Council investigate the wet weather procedures undertaken by neighbouring Councils to identify industry best practice.
That a report be presented to Council detailing the findings of the
investigation outlined in part (a) and part (b) above, that includes options and recommendations for the best practice to manage the City of Ryde’s
Sportsgrounds.
That
Council refer the following traffic and parking changes to the June 2024 Ryde Local Traffic Committee meeting for consideration, following community
consultation:
i. Install “NO STOPPING” signs and linemarking along both sides of Coxs Road between Cressy Road and Conrad Street, North Ryde to deter illegal parking within this section of Coxs Road.
ii. Install a painted central median on Coxs Road between Cressy Road and Conrad Street, North Ryde to provide separation between opposing traffic flow and to deter speeding within this section of Coxs Road.
That Council investigate the
implementation of a Ranger Hotline.
That the investigation include
the following:
· The provision of a fridge magnet which includes important numbers required by
residents.
· The promotion of the Ranger Hotline and City of Ryde Customer Service details
included on the back of Council rate notices.
· The Ranger Hotline to be made public via Council’s media channels.
That a report be provided back to
the June 2024 Council meeting which details the findings of the investigation,
appropriate funding source and plan for implementation.
That
Council:
Staff liaise with relevant user groups as required, to assist with
investigating the opportunity for the installation of a water station (bubbler)
at Christie Park and North Ryde Park.
Acknowledge there are no funds allocated in the 2023/2024 financial year to
undertake these works and as such these works will be considered to be
undertaken in the 2024/2025 financial year.
Table a report at the June 2024 Council meeting, outlining the findings of the
investigation and recommendations.
That Council undertake a survey prior to the next Local Government Election
seeking community feedback on the following options relating to the Ryde
Central site:
i. Fill
the excavated part of the site and provide a park until Council has saved
enough funds to build the existing Ryde Central proposal of a community
facility and administration offices.
ii. Go
to market to sell the site with the current zoning controls so that Council can
provide other facilities and infrastructure that our community wants.
iii. Go
to market to include a residential component that will pay for the existing
Ryde Central proposal of a community facility and administration offices, and
that at least makes the development cost neutral.
iv. Go to the market for a 99 year lease of the air space for a residential
component, with the existing Ryde Central proposal of a community facility and
administration offices, with ratepayers retaining ownership of the site.
That the community survey be conducted through all of Council’s media channels
including the Mayors Message.
That a report be presented to the July 2024 Council meeting, outlining the
findings of the community survey.
That
the community survey be funded through Council’s consultation and engagement
budget.
That Council seeks to establish 40km/h zone on all local streets across the
City, with investigative 30km/h in areas of demonstrated high pedestrian flow or pedestrian/cyclist crash clusters.
That Council notes that any changes to speed limits must be approved and implemented by Transport for NSW.
That the Mayor write to the Minister for Metropolitan Roads to request that Transport for NSW work with Council to:
1. Identify priority streets for 40km/h speed limits and implement these changes by the end of this year.
2. Implement 40km/h speed limits on all remaining local roads in Ryde as soon as possible and ensure State funding is allocated to allow this to happen to an agreed timeline.
3. Investigate and prioritise streets for the implementation of 30km/h speed limits, particularly around schools, and areas of high pedestrian activity or pedestrian/cyclist crash clusters.
That Council investigate the feasibility of installing lighting within Christie
Park’s car park.
That a report be presented back to Council outlining the findings of the investigation listed in part (a).
That
Council write to the Minister for Local Government, The Hon. Ron Hoenig MP requesting that the Local Government Act, 1993 be amended to ensure that any Councillor who is also a State or Federal Member of Parliament be precluded
from holding the office of a Councillor under any circumstances.
That Council explore rates incentives options for residential ratepayers who
pay on time such as movie tickets, free swimming lessons, food vouchers and other options in light of recent increased cost of living pressures.
That the rates incentive options be investigated ensuring minimal financial impact to Council.
That a report be presented back to Council with the view to implementation
next financial year.
That staff investigate the ability to recognise the Commonwealth Seniors Health Care Card for 1 free entry per week, Monday to Friday, at the Ryde Aquatic Leisure Centre and report back to Council at the March meeting with expected costs and a funding source.
That Council investigate the restoration of the bowling greens at Ryde City Bowling Club and Putney Bowling Club for an interim period for use by the Denistone bowlers and report back to Council.
That Council liaise with the Denistone bowlers for support to assist with
the maintenance and restoration of the greens.
