That Council:
Investigate the
feasibility of increasing the fencing at Morrison Bay Park, Putney along
both sides of the canal to prevent the footballs entering the canal.
Contact the current user
groups of the Morrison Bay Park sporting fields and facilitate an on-site
meeting to obtain feedback to assist with the investigation of the works
required.
Determine the associated
costings for the fencing and if this can be delivered as a new project to be
included into the sports field upgrade and renewal project cluster and
determine the appropriate time frame for delivery.
Receive a report from staff at the April 2024 Council meeting detailing
the results of the investigation with recommendations.
That Council staff investigate the
feasibility of the implementation of shade cloths at Denistone Park for UV
protection of children.
That
Council staff investigate the availability of funding from the current approved
budget.
That
a report outlining the findings from the investigation be provided to Council
in February 2024, with a view that the works be undertaken subject to funding
availability.
That
Council investigate the installation of three (3) public Bike Repair Stations
(BRS) at the following locations:
· Meadowbank Park
· Shrimptons Creek
· Kissing Point Park
That
the following be included as part of the investigation:
i. That
Council investigate available grant funding for the bicycle repair station.
ii. If
grant funding is unavailable, that Council investigates the budget feasibility
for Council to fund the project.
iii. That
Council investigate the feasibility of branding the bike repair stations City
of Ryde BRS.
That
a report be presented to Council in March 2024 outlining the findings of the
investigation.
That Council investigate the implementation
of a City of Ryde Waste Info app (a waste and recycling app), designed for the
community to provide a simple, accessible resource which makes it easier for
residents to manage their waste and recycling.
The
City of Ryde Waste Info app should be available for free download on Apple and
Android devices and include the following:
· A personal bin
collection calendar specific to your address;
· Reminders for bin
collections and bulk household collection;
· Answers to your
questions on what to do with unusual items like mattresses, chemicals,
batteries, return and earn centres;
· Forms to report
illegal dumping, damaged or stolen bins and missed bin collections;
· Information on
Council’s services, waste facilities and more.
That a report be provided back to the
February 2024 Council meeting which details the findings of the investigation,
appropriate funding source and the provision of a campaign launch upon
implementation.
That staff meet with the mover of the
Motion prior to implementation.
Council notes that the Puggles Swim
training program is an amazing program that would be a valuable resource
providing increased access to the community for deaf or hard of hearing
children in the City of Ryde.
That in support
of Council’s Disability Inclusion Action Plan, Council investigates expanding
Learn to Swim staff training to include Puggles Accreditation.
That as part of
the investigation, consideration be given to also expanding the number of Learn
to Swim teachers with the AUSTSWIM Teacher of Aquatics Access and Inclusion
qualification.
That a report be
provided back to Council which details the findings of the investigation,
associated costs and appropriate funding source, with a view to implementing in
March 2024.
That Council
promote its expanded inclusive learn to swim opportunities through all media
channels with the provision of a launch upon implementation.
That Council
provide a plaque for St Charles Borromeo in celebration of 165 years of
education in the Ryde Local Government Area.
That Council
liaise with Father Greg regarding appropriate wording for the plaque in
tribute to Charles Borromeo, with input from Councillor Maggio.
That a donation
of $1,000 be made to the church, to be funded from the Mayor’s budget, if the
Mayor permits.
That the Mayor’s
office liaise with Father Greg and the Principal, Peter Watkins to explore a
suitable date, prior to the end of 2023, to present the plaque at a ceremony
mass at St Charles Church.
That interested
Councillors, Members of Parliament and City of Ryde staff be invited to attend
the plaque ceremony event.
That the
event be published through all media channels.
That the
purchase and installation of the plaque be funded from Councillor Maggio’s
projects bids budget.
That Council note Glades Bay Road Reserve
as a peaceful passive reserve enjoyed by Ryde residents who appreciate the
expansive water views of Glades Bay Road Reserve.
That Council
investigate the condition of Glades Bay Road Reserve, including community
interest in restoring the Park by undertaking a survey of all neighbouring
residents.
That a report be
provided back to the March 2024 Council meeting which details the findings of
the investigation, the views from the community consultation and an
implementation plan (if required).
That Council acknowledge that after many
submissions and petitions from the community, Council staff consulted widely
and worked with Birdlife Australia/the Powerful Owl project to design and build
a refuge for the owls and other wildlife.
That any proposal to remove the refuge in the
Ross Street Road Reserve should be done in consultation with Birdlife
Australia, the Ryde Hunters Hill Flora and Fauna Preservation Society and
The Parramatta River Catchment Group.
That Council investigate opportunities to
increase parking through changes to existing parking restrictions (e.g.
converting existing “NO STOPPING” zones into time restricted parking) within
the following local roads in the immediate vicinity of Putney shops:
i. Charles
Street between Susan Schardt Way and Phillip Road;
ii. Morrison
Road between Payten Street and Putney Public School;
iii. Delange
Road between Morrison Road and Frances Road; and
iv. Douglas
Street between Morrison Road and Phillip Road.
That community
consultation be undertaken on any proposed parking changes recommended from the
parking assessment/investigation within the local roads listed in part (a).
That the preferred
parking option(s) from the community consultation be raised at the Ryde Local
Traffic Committee and Council meeting for formal approval, prior to any works
being undertaken.
That
Council investigate the opportunity for the City of Ryde Council to financially
support the New Vinnies Van within the Ryde Local Government Area yearly to ensure
it operates five nights a week and two-day time services.
That a meeting take place within 14 days
with Council staff, Josie Charbel, Manager of Vinnies Vans, Volunteers and
Regional Operations Metropolitan, St Vincent de Paul Society (NSW) and Father
Greg from St Charles Parish to discuss the situation opportunities to
support Vinnies Van Services within the Ryde Local Government Area,
furthermore, to humanise the lives of people within our community.
That a report be
presented back to Council at the November meeting outlining the finding of the
investigation listed in part (a) including all possible options to provide
financial assistance.
That Council
investigates undertaking a comprehensive and targeted education campaign to
tackle illegal parking of trailers, caravans and boats on streets across the
City of Ryde, with information to be made available on a prominent page in the
City of Ryde newsletter, local media, social media and on the Council website.
That a report be
provided back to Council by December 2023 outlining the findings of the
investigation listed in part (a) above including the extent of complaints of
trailers, caravans and boats and possible solutions.
That
Council review the utilisation of all installed car share spaces approved at
the Council meetings on 13 December 2022 and 4 April 2023 over a 12 month
period in accordance with Council’s adopted Car Share Guidelines and Policy.
That should any installed car share space
be found to be underutilised from the review, Council is to consider either
removing this space or relocate the space to another location within a 12 month
period. The relocation of a car share
space to another area is subject to further public consultation.
That
Council investigate the installation of unused seats in good condition around
Lardelli Park pond to accommodate visitors from the rehabilitation centre and
local residents.
That a report be presented back to Council
in September 2023 outlining the findings of the investigation listed in part
(a).
That subject to the findings of the
investigations, that the seats be funded from Councillor Maggio’s project bids
budget and be installed in October 2023.
That Council review the Northern District
Local Business Awards.
That Council
investigates the establishment of its own City of Ryde Business Awards in
conjunction with local businesses and all the Chambers of Commerce in the Local
Government Area.
That a workshop
be conducted with Councillors to provide feedback and a report be presented to
Council in September 2023.
That Council note the condition of the
playground softfall at Ryde Park is in need of repair.
That as the
renewal works in Ryde Park playground are included in the 2023/2024 One-Year
Operational Plan, the works commence in July 2023 (if practicable).
That Council
inform the community of its intention to renew the Ryde Park playground through
all its media channels.
That Council staff investigate the possibility of entering into a new lease with Putney Bowling Club and report back to Council in August 2023 outlining all relevant information and any other opportunities available.
That in order to demonstrate best practice
of community related advertising on social media, Council staff review the
expenditure on and the effectiveness of the current practice and provide a
report back to Council in August 2023.
That the report
include the identification of any opportunities to achieve a savings from the
current level of expenditure on this practice whilst maintaining effective
communication to our community.
That
Council arrange an on-site meeting at low tide to discuss the environmental
problem occurring in Morrison Bay with the following parties invited:

That
dependent on the outcomes of the on-site meeting, Council request the State
Government to undertake a detailed study examining the factors causing this
environmental problem and possible options to ameliorate the sediment from
polluting Morrison Bay and reaching Sydney Harbour.
That Council recognises that volunteering can provide significant
benefits to the community and encourages social cohesion and community
wellbeing.
That volunteering opportunities are available in many different forms
such as giving of time for a charity or local community group, assisting at a
fundraising activity or event or even giving blood.
That the Chief Executive Officer investigates the opportunity to provide
staff with one (1) day of leave per year to undertake volunteering within the
City of Ryde.
That the Mayor and the Chief Executive Officer prepare a media release
and encourages the wider community to be involved in local volunteering to
benefit the community.
That any questions asked by Councillors on Agenda Items during the Council briefing prior to the Council Meeting be reported to Councillors via direct email via the Helpdesk within three (3) days.
That
Council donate a plaque in honour of Michael Carozza who passed away at the age
of 35.
That the plaque be displayed at Charity
Creeks Cascades in May 2023.
That a ceremony be organised by Council
liaising with the Carozza family on the appropriate date and wording of the
plaque.
That funds be allocated from within the
existing Community Services Base Budget.
That
Council donate and install a memorial park bench in remembrance of Anna
Talarico.
That the park bench be installed prior to
Mother’s Day if practical.
That funds be allocated from within
existing project budget in the Capital Works Programme.
That
Council investigates the feasibility and cost to install a fence at the North
Ryde playground to ensure safety of the children.
That a wider
consultation process be developed to ensure that the community is satisfied
with the proposal.
That a source of
funding be allocated to the achievement of the proposal.
That a report on
the findings of the investigation be presented at the July 2023 Council
meeting.
That Council review its after hour service by making it more efficient to the community and users of our facilities and discuss the matter at a subsequent workshop.
That
Council's Economic Development Team develop a schedule to meet with small
village shops (for example Putney village, midway, cox's road etc) to
collaborate with council to explore opportunities to promote and reinvigorate
Ryde's small business economy.
That a social media
presence is investigated for all small villages shops and staff report back to Council.
That Council investigate the feasibility and safety of installing a ramp
or a staircase at the eastern end of the seawall in Morrison Bay, Putney.
That an update is provided to Council to advise on part (a) at the April
Council meeting.
That
Council investigate traffic and road safety issues at the intersections of
Church Street/Simpson Street and Regent Street/Simpson Street/Beacon Avenue.
That consideration be given to the
following improvements based on the conclusions reached in the traffic and road
safety assessment:
i. Replacing the existing ‘GIVE WAY’
signs with ‘STOP’ signs on Simpson Street/Beacon Avenue at its intersection
with Regent Street. This includes
installing regulatory supplementary line-marking to improve visibility and
reinforce the ‘STOP’ sign traffic control at this intersection.
ii. Formal closure of Simpson Street at
Church Street.
iii. Any other measure recommended in the
traffic and road safety assessment
Council commissions for
an independent Road Safety Audit to be undertaken at the roundabout
intersection of Charles Street and Parry Street, Putney to assess safety risks
to vulnerable road users at this location (e.g. children crossing Charles
Street).
That Council undertakes community
consultation on proposed options identified in part (b).
That the option(s) supported by the
outcomes of the public consultation be raised at the Ryde Local Traffic
Committee for endorsement and reported back to Council.
That the write-off of $6,450 in overdue fees be accommodated within the existing Parks and Open Space base budget.
That
Council investigate the feasibility of utilising the new artificial
intelligence technology for the identification of potholes and other road
defects by installing the cameras onto Council’s operational fleet.
That the Chief Executive Officer organise a
briefing of the investigation with Councillors in the first quarter of the
2023/24 financial year.
i. The briefing should outline any relevant
issues regarding the implementation of this technology.
ii. The briefing should also include the feasibility
of partnering with NSW Government’s Asset AI project which is funded by the NSW
Digital Restart Fund.
